MEHMET TEVFİK EFENDİ was born in Akhisar in 1854/55 (AH 1271). The personnel record dates the first work to 1875/76, after the first annual entry. The first annual entry, for 1874/75, names MEHMET TEVFİK as Mekteb-i Fünun-ı Mülkiye öğrencisi, with no place. The lists have no entry for 1876 to 1879. Next came Cuma, Tiberias (Taberiye) and Gharyan (Garyan) from 1887 to 1903. For 1897 to 1899 the lists have no entry. At the same time, from 1902/03, the lists also place MEHMET TEVFİK in a post with no place named as Mutasarrıf vekili. Alongside, the lists for 1902 to 1908 give a second post, in Gharyan as a district governor (Kaymakam). In place of a title the lists give Mazuliyet for 1908/09.
The salary went from 540 kuruş a month in 1879/80 to 2,250 in 1900/01, the peak, as Kaymakam in Gharyan, when 94 per cent of paid officials earned less. Over 23 years the salaries add up to 364,680 kuruş, 3.2 times what an official on the median salary earned. The last annual entry is for 1908/09.
