Life and register readings
Mehmed Raşid Efendi was born in Ohrid (Ohri). The first annual entry, for 1851/52 (AH 1268), places Mehmed Raşid in Krujë (Akçahisar) as Kaza Muduru. For 1852 to 1862 the lists have no entry. Next came Tirana in 1862/63, then Elbasan (İlbasan) from 1877 to 1881. The lists have no entry for 1863 to 1877 and 1881 to 1885. From 1885 to 1890 the annual entries place Mehmed Raşid in Peshkopi (Debre-i Zir), first as a district governor (Kaymakam), from 1889/90 as kaymakam (Azil).
