Life and register readings
Born in Safranbolu in 1828/29 (AH 1244), Mustafa Ziya Efendi came from the İslam community. Mustafa Ziya began work in Istanbul in 1845, at about 16. The first annual entry, for 1845, places Mustafa Ziya in Istanbul as Esham Muhasebesi mülazımı. Next came Sofia (Sofya) from 1849 to 1851, then a post with no place named from 1854 to 1860. Mustafa Ziya then moved to four places in 14 years, with a rise to Meclis-i idare başkâtibi ve muhasebeciler hesap tedkiki in 1862/63. Alongside, the lists for 1875/76 give a second post, in a post with no place named as Mutasarrif. The posts lie on three continents, Africa, Asia and Europe, as for only 37 of the 6,605 officials with a place of service.
The salary went from 50 kuruş a month in 1845/46 to 9,020 in 1874/75, the peak, as Mutasarrif in Tripoli, when 97 per cent of paid officials earned less. In all, 11 years of salary come to 634,080 kuruş, 11 times what an official on the median salary earned in those years, a level reached by fewer than 2 per cent of the 4,381 officials paid for five years or more. The peak was 180.4 times the first salary, a rise matched by 25 of the 2,724 officials paid for ten years or more. The final annual entry is for 1875/76.
