Life and register readings
Born in Shkodër (İşkodra) in 1841/42 (AH 1257), İsmail Zihni Efendi was the child of a clerk (katip). At about 13, in 1853/54, İsmail Zihni began work in Shkodër, on a first salary of 350 kuruş. Of the 5,664 officials whose age at first work is known, fewer than 5 per cent started at 13 or younger. The annual lists begin in 1853/54, with İsmail Zihni as Tapu kâtibi in Shkodër, the birthplace, where the entries run to 1869/70. İsmail Zihni then moved to Cebeli lubnan from 1871 to 1876. The last entries, from 1876 to 1886, name İsmail Zihni as Sancak Muhasebecisi, with no place. The lists have no entry for 1886 to 1888. In place of a title the lists give Vefat (death) for 1888/89.
The salary went from 350 kuruş a month in 1853/54 to 6,000 in 1884/85, the peak, when 98 per cent of paid officials earned less. The peak lasted a single year; the next list gives 5,000 kuruş.
