İBRAHİM İSMET EFENDİ was born in Shkodër (İşkodra) in 1868/69 (AH 1285). The father’s occupation was Maliye müfettiş-i evveli. Schooling included İstanbul Mahmudiye İbtidaisi; Ma'mûretü'l-Azîz Mülki ve Askerî Rüşdiyeleri; Mekteb-i Mülkiye-i Şahane. The language repertoire included Arabic, French, Persian and Turkish. [1]
