Life and register readings
İbrahim Hilmi Efendi was born in Shkodër (İşkodra) in 1847/48 (AH 1264); the father was a merchant (tüccar). Work began in Shkodër in 1870/71, at about 22. The first annual entry, for 1870/71, places İbrahim Hilmi in Shkodër, the birthplace, as Rüsûmat Nezareti Muhasebe Kalemi mülazımı. Alongside, the lists for 1871 to 1881 give a second post, in a post with no place named as Memlaha kâtibi. At the same time, from 1880 to 1885, the lists also place İbrahim Hilmi in Shkodër as Rüsûm-ı Sitte Nezareti Duhan ve Müskirat kâtibi. Next came Durrës (Dıraç) from 1885 to 1888. Alongside, the lists for 1887 to 1900 give a second post, in Shkodër as Duyûn-ı Umûmiye müdürü.
