Life and register readings
Mehmet Rıfat Efendi Bey was born in Kars. Work began in 1875/76 (AH 1292). The annual lists begin in 1875/76, with Mehmet Rıfat as Tahrirat Kalemi mülazımı in Kars, the birthplace. The lists have no entry for 1876 to 1882. Mehmet Rıfat then moved to Osmancik in 1882/83. For 1883 to 1885 the lists have no entry. Alongside, the lists for 1895 to 1897 give a second post, in Beyşehir as a district governor (Kaymakam). Next came Eğirdir, Nazilli and Turgutlu (Kasaba) from 1899 to 1910. The last post was in Karaagac in 1910/11. Few officials served in as many places; 19 of the 6,605 officials with a place of service did.
