Life and register readings
Born in Antalya in 1850/51 (AH 1267), Mehmed Rıfat Efendi was the child of a merchant (tüccar). Work began in 1869/70, at about 18, on a first salary of 100 kuruş. The annual lists begin in 1869/70, with Mehmed Rıfat as Tahrirat Kalemi mübeyyiz-i sanisi and no place named. The lists have no entry for 1888 to 1910. Alongside, the lists for 1874 to 1876 give a second post, in Antalya as Vukuat kâtibi. In place of a title the lists give Mazuliyet for 1910/11. Entries spanning 43 years are rare, reached by fewer than 4 per cent of the 8,239 officials.
