Life and register readings
Mehmet Hilmi Efendi was born in Kargı in 1849/50 (AH 1266). The schooling was at the House of Education (Darülmaarif). Mehmet Hilmi began work in 1866/67, at about 16, on a first salary of 10 kuruş. The first annual entry, for 1866/67, names Mehmet Hilmi as Maliye İhale Kalemi memuru, with no place. For 1867 to 1869 and 1870 to 1875 the lists have no entry. Mehmet Hilmi then moved to Istanbul from 1878 to 1891, then Burdur, Shkodër (İşkodra) and Bitola (Manastır) from 1892 to 1904, with a rise to Sancak Muhasebecisi in 1892/93 and to Defterdar in 1902/03. The lists have no entry for 1879 to 1890 and 1897 to 1902. The last posts were in Ioannina (Yanya) from 1904 to 1909. Few careers in the lists are as long; fewer than 4 per cent of the 8,239 officials have entries spanning 44 years or more.
Pay rose from 10 kuruş a month in 1866/67 to a peak of 3,420 in 1902/03, as Defterdar in Shkodër, when 97 per cent of paid officials earned less. The peak was 342 times the first salary, a rise matched by 9 of the 2,724 officials paid for ten years or more. The final annual entry is for 1908/09.
