Mehmet Ragıp Efendi was born in Bosna in 1864/65 (AH 1281). The father’s occupation was Emlâk-ı Hümâyun memuru. Schooling included Fatih İbtidai ve Rüşdi Mektepleri; Hendese-i Mülkiye Mektebi. The language repertoire included French and Turkish. [1] [2]
