Mehmet Ragıp Efendi was born in Bosna in 1864/65 (AH 1281); the father's occupation was "Emlâk-ı Hümâyun memuru". At about 24, in 1888/89, Mehmet Ragıp began work, on a first salary of 1,000 kuruş. The first annual entry, for 1888/89, places Mehmet Ragıp in Ankara as Ankara demiryolu harita ve inşaat keşif memuru.
