İsmail Efendi was born in Edirne in 1844/45 (AH 1260). The annual lists begin in 1887/88, with İsmail as Emlak-ı Hümayun Şubesi görevlisi in Çorlu, where the entries run to 1895/96. At the same time, from 1895 to 1897, the lists also place İsmail in İpsala as Emlak-ı Hümayun Şubesi tahsildar muavini. Alongside, the lists for 1896 to 1906 give a second post, in Malkara as Emlak-ı Hümayun Şubesi ikinci tahsildarı.
Pay rose from 300 kuruş a month in 1887/88 to a peak of 500 in 1901/02, in Malkara, when 54 per cent of paid officials earned less. The last annual entry is for 1905/06.
