Reşid Cafer Efendi was born in Mecca (Mekke) in 1880/81 (AH 1298); the father's occupation was "Hicaz Vilayeti Meclis-i İdare başkâtibi muavini". The first annual entry, for 1900/01, names Reşid Cafer as Mektubî Kalemi mülazımı (Görevin sona ermesi), with no place.
