MEHMED HĠLMĠ EFENDĠ was born in Antalya in 1872/73 (AH 1289); the father's occupation was "Berber". At about 16, in 1887/88, MEHMED HĠLMĠ EFENDĠ began work in Antalya. The first annual entry, for 1887/88, places MEHMED HĠLMĠ EFENDĠ in Antalya, the birthplace, as Orman idaresi kalemi mülazımı, where the entries run to 1889/90. MEHMED HĠLMĠ EFENDĠ then moved to Latakia (Lazkiye) from 1891 to 1894, then a post with no place named from 1894 to 1901.
