Born in Istanbul in 1861/62 (AH 1278), Osman Neşet Efendi was the child of an army captain (yüzbaşı). Osman Neşet began work in Beirut (Beyrut) in 1888/89, at about 27. Every annual entry from 1888/89 to 1890/91 places Osman Neşet in the same post, Gümrük İdaresi stajyeri, in Beirut.
