Mehmet Sait Efendi was born in Sivas in 1846/47 (AH 1263), within the İslam community. The father’s occupation was Sadaret kavvası. Schooling included Sıbyan mektebi; medrese. The language repertoire included Arabic, Persian and Turkish. [1]
Service began in Askeriye in 1863/64 (AH 1280). Service included askeri hizmet in Askeriye (1863/64 (AH 1280)). Later posts included bölük emini (1866/67 (AH 1283)), askeri zaptiye memuru in Samsun (1868/69 (AH 1285)), memur (unvan belirtilmemiş) (1869/70 (AH 1286)) and belediye tahsildarı in İstanbul 10.
