298 7 Şevval 1309'da ikinci defa Suriye Maarif Müdirliği'ne nakl ve bundan başka kaymakam ile sair memurlar haklarında ve Lazkiye mutasarrıfı ile Amerikan okulları hakkında vesair bazı soruşturmaya memur olmuştur. 7 Safer 1312'de Meclis-i İdare-i Vilayet savcılığı ve 17 Rebiü'l-âhirde Şam Islah-hane Komisyonu başkanlığı tevdi' olunmuştur. 6 Şevval 1313'de Kosova Vilayeti Maarif Müdiriyeti'ne nakl ve Mekteb-i İdadi Fransızca muallimliğine tayin edilmiş, ancak 8 Rebiü'l-âhir 1317'de memuriyetten azl edilmiştir. (BOA SAD 42/199) 1318 Muharremi selahininde Ankara Vilayeti Maarif Müdiriyeti'ne ve 8 Rebiü'lâhir 1322'de Meclis-i Maarif azalığına tayin buyurulmuştur. Kosova Vilayeti Maarif Müdiriyeti'nden din hükümlerince beraber memuriyet işlerinde faliyet ve ilerleme görülmediği ve mekteb-i idadi müdiriyeti muavin-i saniliğine tayin ettirdiği bir genç efendi ile edebe aykırı bir işte bulunduğu yolunda şikayet için hükumet dairesine gelen öğrenciler tarafından beyan olunduğu ve müdürün değiştirilerek yerine dürüst ve ahlaklı birinin tayini istenmiştir. Kosova eski valisi Hafız Mehmed Paşa tarafından Maarif Nezareti'ne gönderilen tahriratta Kemal Bey'den bir gün dahi sadakate aykırı hal ve hareketi görülmeyip görevine sadakatle devam ettiği ve ve hal böyle iken hakkındaki şikayetin Üsküb Mekteb-i İdadisi yatılı öğrencilerine bir an şiddetlice davrandığı ve icraatın istediği maaşla cezalardan hoşlanmayarak dargın olan birkaç efendinin eseri olduğunu ifade etmiştir. Her nasılsa halkın diline düşüp nefret kazanan böyle bir memurun memuriyete devamı uygun olamayacağı ve Edirne ve Selânik gibi bir vilayete becayişi beyan olunmuştur. Trabzon Vilayeti valisi Reşad Beyefendi'den nezarete gönderilen cevabnamede Halil Kemal Bey'in vilayet maarif müdürlüğünde bulunduğu müddetçe tekrar tekrar taltif edildiği, liyakatı ve güzel hizmetleri olup halkın memurlar aleyhindeki dedikodularına pek de doğru olduğu nazarıyla bakılmamasını ifade etmiştir.
