Life and register readings
Born in Bosna in 1853/54 (AH 1270), Mehmet Şevki Efendi was the child of a medrese teacher (müderris). Work began in 1876/77, at about 22, on a first salary of 250 kuruş. The first annual entry, for 1876/77, names Mehmet Şevki as Rüsûmat idaresi dühan tahrir kol memurluğu kâtibi, with no place. For 1878 to 1883 the lists have no entry. At the same time, from 1876 to 1878, the lists also place Mehmet Şevki in Konitsa (Koniçe) as Rüsûmat İdaresi Duhan Tahrir Kol Memurluğu kâtibi. Mehmet Şevki then moved to a post with no place named from 1883 to 1894. Alongside, the lists for 1883 to 1894 give a second post, in Kırklareli as Evkaf kâtibi. The last posts were in Istanbul from 1895 to 1902.
Pay rose from 250 kuruş a month in 1876/77 to a peak of 300 in 1899/1900, in Istanbul, when 29 per cent of paid officials earned less. Over 17 years the salaries add up to 48,000 kuruş, 58 per cent of what an official on the median salary earned. The final annual entry is for 1901/02.
