Fatih rüşdiye-i askeriyesinde ve muahharen mekteb-i mülkiye-i şahanenin kısm-ı idadîsinde müretteb dersleri tahsil ile şahadetname alarak bir müddet sonra ilm-i hukuk tahsil için Mısır’a ve oradan Cenevre’ye gidip edebiyat ve tarih ve felsefe ve ilm-i ruh ve menafi’ül-aza derslerine devam ile hukuk şubesinden şahadetname aldığı Arabi ve Fransızca bildiği tercüme-i hal varakasında muharrirdir. Mekteb-i mülkiye-i şahanenin idadî kısmının bin sekiz yüz seksen dokuz ve Cenevre hukuk mektebinden bin sekiz yüz doksan beş tarihli şahadetnameleri almıştır. Re’sen şeref-sânih olan irade-i seniyye-i hazret-i hilâfetpenâhi mûcibince bin üç yüz on altı senesi şa’ban-ı şerifinin beşinde (7 Kanunievvel 314) iki bin guruş maaşla bâb-ı âli istişare odası muavinliğine tayin kılınmıştır. İstişare odasından yazılan mülahazada tercüme-i hal varakasının istişare odasına müte’allik mündericatı tasdik kılınmıştır.
