MUSTAFA RIFAT EFENDİ was born in Varna in 1863/64 (AH 1280). Work began in Edirne in 1889/90, at about 26, on a first salary of 1,000 kuruş. The first annual entry, for 1889/90, places MUSTAFA RIFAT in Edirne as Vali maiyeti memuru. Alongside, the lists for 1890/91 give a second post, in a post with no place named as Görevin sona ermesi. At the same time, from 1890 to 1895, the lists also place MUSTAFA RIFAT in Enez (İnoz) as a district governor (Kaymakam). Alongside, the lists for 1894/95 give a second post, in Sürmene as Kaymakam. Next came Muradiye (Bargiri) from 1896 to 1899. Alongside, the lists for 1898/99 give a second post, in Erciş as Kaymakam. The annual lists then follow MUSTAFA RIFAT to Mamuretulhamid from 1899 to 1901. Alongside, the lists for 1902/03 give a second post, in Şemdinli as Kaymakam. MUSTAFA RIFAT then moved to Tafilah in 1904/05. Alongside, the lists for 1904/05 give a second post, in Svilengrad as Kaymakam. Next came Sultanyeri, Haifa (Hayfa) and Acre (Akka) from 1906 to 1911. Alongside, the lists for 1910/11 give a second post, in Harput as Kaymakam. The last entry, for 1912/13, names MUSTAFA RIFAT as Kaymakam, with no place.

Pay rose from 1,000 kuruş a month in 1889/90 to a peak of 2,500 in 1896/97, as Kaymakam in Muradiye, when 94 per cent of paid officials earned less. The last annual entry is for 1912/13.
