Mehmed Cevdet Efendi was born in Bursa in 1863/64 (AH 1280) into the İslam community; the father's occupation was "Gölpazarı kasabası vergi me'muru". At about 16, in 1879/80, Mehmed Cevdet began work in Bursa. The first annual entry, for 1879/80, places Mehmed Cevdet in Bursa, the birthplace, as Bursa hınta kalemine mülâzemetle. Next came Bilecik in 1885/86. Alongside, the lists for 1885 to 1887 give a second post, in a post with no place named as Gölpazarı idaresi makitâbet sandık eminliği. The annual lists then follow Mehmed Cevdet to Karamürsel and Malatya from 1887 to 1889. Alongside, the lists for 1893 to 1898 give a second post, in Yalova as Yalova Düyûn-ı umûmiye merkez me'muriyeti. Alongside, the lists for 1897 to 1899 give a second post, in a post with no place named as (Okunamadı) Düyûn-ı umûmiye merkez me'muriyeti. In place of a title the lists give İstifa (resignation) for 1886/87.

Pay rose from 250 kuruş a month in 1885/86 to a peak of 500 in 1897/98, when 56 per cent of paid officials earned less. The final annual entry is for 1898/99.
