Born in Erzincan, Mehmed Sıdkı Efendi came from the İslam community; the father's occupation was "Erzurum İstinaf Mahkemesi Ceza Dairesi Reisi". The first annual entry, for 1878 (AH 1295), names Mehmed Sıdkı as a fair-copy clerk (Mübeyyiz), with no place, with a rise to Zabit Katibi in 1878/79 and to Icra Memuru in 1880/81.
