Tırhala Şehbenderliği Kançıları Mehmed Said Bey was born in Kragujevac in 1877/78 (AH 1294), into the İslam community, and the father's occupation was "Sırbistan tüccarı". Work began in Istanbul in 1897/98, at about 20. The first annual entry, for 1897/98, places Tırhala Şehbenderliği Kançıları Mehmed Said in Istanbul as Matbuat-ı Ecnebiye Kalemi Rusça mütercimi. At the same time, from 1898 to 1901, the lists also place Tırhala Şehbenderliği Kançıları Mehmed Said in Trikala (Tırhala) as Tırhala Şehbenderliği kançılarlığı. The lists give İstifa (resignation) for 1900/01 instead of a title.
The salary never rose above the first in the lists, 700 kuruş a month in 1898/99, in Trikala, when three in four paid officials earned less. In all, three years of salary come to 25,200 kuruş, 1.8 times what an official on the median salary earned in those years. The last annual entry is for 1900/01.
