Life and register readings
Mehmet ġevket Efendi was born in Kars in 1864/65 (AH 1281); the father's occupation was "Kağızman Kazası Vukuat Kâtibi". Work began in Erzurum in 1878, at about 14. The first annual entry, for 1878, places Mehmet ġevket in Erzurum as Muhacirin Komisyonu mülazımı. For 1879 to 1881 the lists have no entry. Next came Hınıs, Van and Doğubayazıt (Bayezid) from 1881 to 1892, then Eleşkirt from 1894 to 1899. The lists have no entry for 1885 to 1889 and 1892 to 1894. Alongside, the lists for 1898 to 1911 give a second post, in Muş as Ziraat Muhasebe Başkâtibi. At the same time, from 1910/11, the lists also place Mehmet ġevket in Malazgird as Mal Muduru. The last post was in Bitlis in 1911/12, with a rise to Agnam Muduru. Eight places in all, a number reached by fewer than 4 per cent of the 6,605 officials with a place of service.
Pay rose from 94.4 kuruş a month in 1878/79 to a peak of 1,000 in 1911/12, as Agnam Muduru in Bitlis, when 46 per cent of paid officials earned less. In all, 27 years of salary come to 175,012.8 kuruş, 1.2 times what an official on the median salary earned in those years. The final annual entry is for 1911/12.
