Life and register readings
Mehmed Hilmi Efendi was born in Harput in 1843/44 (AH 1259). Work began in 1871/72, at about 28, on a first salary of 120 kuruş. The first annual entry, for 1871/72, names Mehmed Hilmi as Jandarma süvari çavuşu, with no place, with a rise to customs official (Rüsumat Memuru) in 1874/75. Alongside, the lists for 1890 to 1899 give a second post, in Bitlis as Düyun-ı Umumiye müdürü. At the same time, from 1898/99, the lists also place Mehmed Hilmi in a post with no place named as an acting director (Müdür Vekili). In place of a title the lists give Vefat (death) for 1898/99.
The salary went from 120 kuruş a month in 1871/72 to 600 in 1890/91, the peak, in Bitlis, when 65 per cent of paid officials earned less. Over 19 years the salaries add up to 70,320 kuruş, 74 per cent of what an official on the median salary earned. The last annual entry is for 1898/99.
