İstavri Efendi was born in Tokat in 1858/59 (AH 1275) into the Hristiyan (Rum) community; the father was a merchant (tüccar). Work began in 1887/88, at about 29, on a first salary of 450 kuruş. The first annual entry, for 1887/88, names İstavri as Zebhiyye Memuru, with no place. The lists have no entry for 1888 to 1908.
