Life and register readings

Mehmed Eşref Bey was born in Bursa in 1831/32 (AH 1247) into the İslam community. Work began in 1845/46, at about 15. The annual lists begin in 1845/46, with Mehmed Eşref as tahrîrat kalemi; mülâzemet and no place named. The lists have no entry for 1851 to 1855, 1858 to 1866 and 1873 to 1876. Alongside, the lists for 1872/73 give a second post, in Eskişehir as Eskişehir kazası ka'imakamlığı. At the same time, from 1872 to 1878, the lists also place Mehmed Eşref in Erdek as Erdek kazası ka'imakamlığı. The last post was in Bursa, the birthplace, in 1878/79. For 1879 to 1885 the lists have no entry. The lists give İstifa (resignation) for 1872/73, Infisal for 1877/78 and Vefat (death) for 1885/86 instead of a title. Few careers in the lists are as long; fewer than 5 per cent of the 8,239 officials have entries spanning 42 years or more.

The salary went from 250 kuruş a month in 1850/51 to 3,500 in 1878/79, the peak, in Bursa, when 94 per cent of paid officials earned less. In all, 14 years of salary come to 283,800 kuruş, 4 times what an official on the median salary earned in those years, a level reached by fewer than 8 per cent of the 4,381 officials paid for five years or more.
