Mustafa Celal Efendi

Mustafa Celal Efendi was born in Şebinkarahisar (Karahisar-ı Şarki); the father's occupation was "Bidayet Mahkemesi Ceza Dairesi reisi". Work began in Şebinkarahisar in 1869/70 (AH 1286), on a first salary of 150 kuruş. The first annual entry, for 1869/70, places Mustafa Celal in Şebinkarahisar, the birthplace, as Meclis-i İdare başkâtip muavini. At the same time, from 1872/73, the lists also place Mustafa Celal in a post with no place named as istifa (İnfisal). Next came Şebinkarahisar from 1875 to 1882. Alongside, the lists for 1881/82 give a second post, in a post with no place named as istifa (İnfisal). Alongside, the lists for 1881 to 1883 give a second post, in Istanbul as Maarif Nezareti Mektubi Kalemi müsevvidi. Alongside, the lists for 1882 to 1887 give a second post, in Van as Maarif müdürü. Pay rose from 150 kuruş a month in 1869/70 to a peak of 2,750 in 1900/01, in Shkodër, when 96 per cent of paid officials earned less. The last annual entry is for 1904/05.
