Life and register readings
The life of Mehmed Cemil Efendi began in Diyarbakır in 1852/53 (AH 1269). At about 16, in 1868/69, Mehmed Cemil began work. The annual lists begin in 1868/69, with Mehmed Cemil as Mektubçu kalemi mülazımı in Diyarbakır, the birthplace, where the entries run to 1886/87. For 1869 to 1871, 1872 to 1874, 1875 to 1877, 1878 to 1879 and 1887 to 1891 the lists have no entry. Alongside, the lists for 1886/87 give a second post, in a post with no place named as Nusaybin ve Cizre kaymakam vekili; Avniye mal müdürü tahkikatı. The annual lists then follow Mehmed Cemil to Nusaybin and Mardin from 1891 to 1897. The last posts were in Prizren from 1902 to 1908. In place of a title the lists give Infisal for 1886/87 and Azil (dismissal) for 1897/98. Entries spanning 41 years are rare, reached by fewer than 5 per cent of the 8,239 officials.
