Mehmed Arif Efendi was born in Bursa in 1858/59 (AH 1275) into the İslam community. At about 17, in 1876/77, Mehmed Arif began work. The first annual entry, for 1876/77, names Mehmed Arif as muhâsebe kalemine mülâzemet, with no place. The lists have no entry for 1886 to 1891. In place of a title the lists give Infisal for 1877/78, 1878 to 1880, 1883/84 and 1885/86.

The salary went from 400 kuruş a month in 1877/78 to 600 in 1891/92, the peak, when 65 per cent of paid officials earned less. The last annual entry is for 1891/92.
