Kemal Efendi was born in Istanbul in 1860/61 (AH 1277), into the Karai Musevilik community, and the father's occupation was "Halıcıoğlu Karai Mektebi İbranice muallimi". Work began in 1887/88, at about 27. The first annual entry, for 1887/88, names Kemal as Fahri şehbenderhane kâtibi ve tercümanı, with no place. The lists have no entry for 1890 to 1903.
