Mehmed Arif Bey was born in Bursa in 1874/75 (AH 1291), into the İslam community, and the father's occupation was "Hüdâvendigâr vilâyeti meclis-i irade baş katibi". The first annual entry, for 1891/92, names Mehmed Arif as Mulazemet, with no place.
