Life and register readings
Born in Giresun, Mehmet İhsan Efendi was the child of a tradesman (esnaf). The annual lists begin in 1891/92 (AH 1309), with Mehmet İhsan as Telgraf Merkezi muhabere memuru in Yozgat. Mehmet İhsan then moved to İskenderun in 1892/93, then Eskişehir from 1894 to 1902. Alongside, the lists for 1900/01 give a second post, in Konya as Telgraf ve Posta müfettiş yardımcısı.
