Life and register readings
Mehmed Kâmil Efendi was born in Çerçen karyesi, Zağfiranbolu in 1851/52 (AH 1268), into the İslam community. The personnel record dates the first work in Kandıra to 1891/92, after the first annual entry, on a first salary of 750 kuruş. Fewer than 3 per cent of the 5,664 officials whose age at first work is known began work at 40 or older. The first annual entry, for 1883/84, names Mehmed Kâmil as Mekteb-i Nüvvab şahadetnamesi (sınıf-ı hamis), with no place. Next came Kandıra from 1891 to 1894. Alongside, the lists for 1893 to 1896 give a second post, in Gönen as Naib. Mehmed Kâmil then moved to Ayvacık from 1896 to 1899.
