Life and register readings
Raif Bey was born in Ohrid (Ohri). The first annual entry, for 1883/84 (AH 1301), names Raif as Rika muallimi, with no place. Alongside, the lists for 1886 to 1889 give a second post, in Konya as Jüri Nezareti Muhafaza Müfettişi. At the same time, from 1888 to 1892, the lists also place Raif in Sivas as Jüri İdaresi Muhafaza memuru. For 1892 to 1895 the lists have no entry. Raif then moved to a post with no place named from 1895 to 1902, then Istanbul from 1904 to 1908. The lists have no entry for 1902 to 1904. Alongside, the lists for 1904/05 give a second post, in a post with no place named as Dersaadet Kalemi başkâtibi.
Pay rose from 220 kuruş a month in 1883/84 to a peak of 1,000 in 1907/08, in Istanbul, when 77 per cent of paid officials earned less. The last annual entry is for 1907/08.
