MEHMED DERVİŞ EFENDİ was born in Varna in 1851/52 (AH 1268); the father's occupation was "Varna Gümrüğü kantarcısı". Work began in Istanbul in 1874/75, at about 22. The first annual entry, for 1874/75, places MEHMED DERVİŞ in Istanbul as Rüsumat Emaneti Muhasebe Kalemi Samsun Mukayyidliği refakati, where the entries run to 1878. At the same time, from 1878 to 1891, the lists also place MEHMED DERVİŞ in a post with no place named as Yozgat Kitabeti refakati. Alongside, the lists for 1883 to 1885 give a second post, in Izmir as Rüsum-ı Sitte Merkez Müdürlüğü muhasebe başkâtibi. The last posts were in Beirut (Beyrut) from 1889 to 1891.
