Life and register readings
The life of RİFAT EFENDİ began in Kirkuk (Kerkük) in 1863/64 (AH 1280). The schooling was at a school for young children (Sıbyan Mektebi). Work began in Kirkuk in 1881/82, at about 18, on a first salary of 400 kuruş. The annual lists begin in 1881/82, with RİFAT as Tahrir-i sıyar fırkası muharrir-i sanisi in Kirkuk, the birthplace, where the entries run to 1910/11. For 1885 to 1887, 1891 to 1894 and 1899 to 1902 the lists have no entry. At the same time, from 1910/11, the lists also place RİFAT in Sulaymaniyah (Süleymaniye) as Avkaf memuru. In place of a title the lists give Infisal for 1898/99 and 1910/11.
The salary never rose above the first in the lists, 400 kuruş a month in 1881/82, in Kirkuk, when 46 per cent of paid officials earned less. Over 18 years pay ended where it began, at 400 kuruş. In all, 18 years of salary come to 47,400 kuruş, 51 per cent of what an official on the median salary earned in those years. The last annual entry is for 1910/11.
