Life and register readings
Mehmed Suad Bey was born in Antakya in 1880/81 (AH 1298); the father's occupation was "Teke Sancağı Mutasarrıfı". The schooling was at the School of Civil Administration (Mülkiye Mektebi).
Work began in Aleppo (Halep) in 1905/06, at about 24, on a first salary of 500 kuruş. The annual lists begin in 1905/06, with Mehmed Suad as Vilayet Maiyet Memuru in Aleppo, where the entries run to 1909/10. Alongside, the lists for 1908/09 give a second post, in Belen as Kaymakam Vekili. Next came Kars from 1909 to 1911. At the same time, from 1910 to 1912, the lists also place Mehmed Suad in a post with no place named as a district governor (Kaymakam). Alongside, the lists for 1911/12 give a second post, in Zlatograd as Kaymakam.
Pay rose from 500 kuruş a month in 1905/06 to a peak of 2,000 in 1910/11, as Kaymakam, when 87 per cent of paid officials earned less. In all, eight years of salary come to 113,400 kuruş, 2.1 times what an official on the median salary earned in those years. The final annual entry is for 1911/12.
