Born in Bosna in 1884/85 (AH 1302), İbrahim Hakkı Bey came from the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). İbrahim Hakkı had 14 years of schooling, at the School of Civil Administration (Mülkiye Mektebi), wrote French as well as Turkish, and held a qualification (a diploma, certificate, training or decoration).

Work began in Beyoğlu in 1906/07, at about 21, paid from the start, on 600 kuruş a month. Both annual entries, for 1906/07 and 1907/08, place İbrahim Hakkı in Beyoğlu as a communications official (Muhabere Memuru).

Pay rose from 600 kuruş a month in 1906/07 to a peak of 700 in 1907/08, as Muhabere Memuru in Beyoğlu, when 76 per cent of paid officials earned less. The last annual entry is for 1907/08. İbrahim Hakkı probably has an entry in "Sicill-i Ahval Defterlerine göre Osmanlı bürokrasisinde Bosna doğumlu memurlar" by MEHMET AKGÜN (2017) (the name, the birthplace and the archive register and page agree).
