Life#
Born in Istanbul in 1872/73 (AH 1289), Mehmet Emin Efendi came from the Muslim (Müslüman) community; the father's occupation was "Hastane Muduru". Schooling took 14 years, at the School of Civil Administration (Mülkiye Mektebi).
Work began in the telegraph service (Telgraf) in Istanbul in 1890/91, at about 18, with one unpaid year as a mülazım (apprentice) before a first salary of 75 kuruş. Every annual entry from 1891/92 to 1911 places Mehmet Emin in Istanbul, the birthplace, first in the documents office (Evrak Kalemi), from 1894/95 in the accounts office (Muhasebe Kalemi) and from 1903/04 as Adliye Muhasebecisi.
Pay rose from 75 kuruş a month in 1891/92 to a peak of 1,500 in 1909/10, as Adliye Muhasebecisi in Istanbul, when four in five paid officials earned less. Over 21 years the salaries add up to 138,000 kuruş, 1.2 times what an official on the median salary earned.
