Life#
Hüseyin Rıza Efendi was born in Istanbul in 1865/66 (AH 1282), into the Muslim (Müslüman) community, and the father's occupation was "Nezaret Hizmetlisi". Schooling took four years, at a school for young children (Sıbyan Mektebi); Hüseyin Rıza also wrote Arabic, Persian and Turkish.
Hüseyin Rıza began work in Istanbul in 1879/80, at about 15, paid from the start, on 80 kuruş a month. The annual lists begin in 1879/80, with Hüseyin Rıza as a soldier (Asker) in Istanbul, the birthplace, where the entries run to 1882/83. Next came Taiz and Al Hudaydah (Hudeyde) from 1884 to 1888. From 1888 to 1907 every annual entry places Hüseyin Rıza again in Istanbul, first in the council clerkship (Meclis Kitabeti), from 1891/92 in the accounts office (Muhasebe Kalemi) and from 1906/07 in the office of the corresponding secretary (Mektubi Kalemi). Taiz, about 3,400 km from Istanbul, was the post farthest from the birthplace; only 32 of the 5,162 officials with a known birthplace and place of service served as far from home.
Pay rose from 80 kuruş a month in 1879/80 to a peak of 1,500 in 1900/01, in the Muhasebe Kalemi in Istanbul, when 94 per cent of paid officials earned less. The peak was 18.8 times the first salary, a rise matched by fewer than 5 per cent of the 2,859 officials paid for ten years or more. The last annual entry is for 1906/07.
