Life#
Born in Kalaba in 1865/66 (AH 1282), Arif Efendi came from the Muslim (Müslüman) community. Arif had four years of schooling, at a school for young children (Sıbyan Mektebi), and wrote Turkish and spoke Russian. Russian was rare in the service, known to 19 of the 5,211 officials.
Arif began work in Üsküdar in 1886/87, at about 21, with one unpaid year as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1887/88, with Arif as an official (Memur) in Galata. Next came Yeni camii postanesi from 1889 to 1896, then Kumkapı from 1896 to 1899. The last posts were in Istanbul from 1899 to 1905, first as an official for incoming items (Mevrude Memuru), from 1901/02 as a chief official (Başmemur).
The salary went from 200 kuruş a month in 1887/88 to 650 in 1901/02, the peak, as Başmemur in Istanbul, when 73 per cent of paid officials earned less. The last annual entry is for 1904/05.
