Life#
Born in Istanbul in 1862/63 (AH 1279), Mehmet Celalettin Efendi came from the Muslim (Müslüman) community; the father's occupation was "Dergah seyhi". Schooling took seven years, at the Bahriye Askeri Rusdiyesi.
At about 17, in 1879/80, Mehmet Celalettin began work in Istanbul, paid from the start, on 150 kuruş a month. From 1879/80 to 1903/04 every annual entry places Mehmet Celalettin in Istanbul, the birthplace, first in the office of the corresponding secretary (Mektubi Kalemi), from 1887/88 as Meclis Kalemi Mumeyyizi.
The salary went from 150 kuruş a month in 1879/80 to 650 in 1900/01, the peak, as Meclis Kalemi Mumeyyizi in Istanbul, when 73 per cent of paid officials earned less.
