This official was born in Istanbul in 1862/63 (AH 1279) into the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

The official began work in Çanakkale in 1875/76, at about 13, with five unpaid years as a mülazım (apprentice) before a first salary of 95 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 6 per cent started at 13 or younger. Every annual entry from 1879/80 to 1882/83 places the official in the same office, dispatch office (Sevk Kalemi), in Istanbul, the birthplace.

The salary went from 95 kuruş a month in 1879/80 to 200 in 1881/82, the peak, in the Sevk Kalemi in Istanbul, when 5 per cent of paid officials earned less.
