Life#
Abdullah Hilmi Efendi was born in Zor in 1881/82 (AH 1299) into the Muslim (Müslüman) community; the father was a deputy judge (naib). Schooling took 12 years, at the School of Civil Administration (Mülkiye Mektebi); Abdullah Hilmi also wrote Arabic as well as Turkish and held a qualification (a diploma, certificate, training or decoration).
At about 17, in 1899/1900, Abdullah Hilmi began work in Acre (Akka), with seven unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. Fewer than 6 per cent of the 5,142 officials with a known apprenticeship worked unpaid for seven years or longer. The annual lists begin in 1906/07, with Abdullah Hilmi as a communications official (Muhabere Memuru) in Acre. The last post was in Jaffa (Yafa) in 1907/08.
Pay rose from 300 kuruş a month in 1906/07 to a peak of 400 in 1907/08, as Muhabere Memuru in Jaffa, when 56 per cent of paid officials earned less. The final annual entry is for 1907/08.
