Life#
Born in Bosna in 1877/78 (AH 1294), Mehmet Hayri Efendi came from the Muslim (Müslüman) community; the father's occupation was "Tufekci". Mehmet Hayri began work in Istanbul in 1898/99, at about 21, paid from the start, on 200 kuruş a month. Every annual entry from 1898/99 to 1909/10 places Mehmet Hayri in Istanbul, with four changes of title, from office for important affairs (Mühimme Kalemi) to office of the corresponding secretary (Mektubi Kalemi) in 1909/10.
Pay rose from 200 kuruş a month in 1898/99 to a peak of 1,700 in 1909/10, in the Mektubi Kalemi in Istanbul, when 85 per cent of paid officials earned less. The last annual entry is for 1909/10. An entry in "Sicill-i Ahval Defterlerine göre Osmanlı bürokrasisinde Bosna doğumlu memurlar" by MEHMET AKGÜN (2017) probably refers to Mehmet Hayri, since the name and the birthplace agree. Mehmet Hayri probably has an entry in "II. Abdülhamid Dönemi Bosna-Hersekli devlet adamları" by DİLEK AKDEMİR (2018) (the name and the birthplace agree).
