Life#
Born in Istanbul in 1875/76 (AH 1292), Cemal Efendi came from the Muslim (Müslüman) community; the father was a tax collector (tahsildar). Cemal had 12 years of schooling, at Darüşşafaka, the school for orphans in Istanbul, attended the telegraph school as well, wrote French as well as Turkish, and held a qualification (a diploma, certificate, training or decoration).
Work began in Istanbul in 1898/99, at about 23, paid from the start, on 200 kuruş a month. From the first annual entry, for 1898/99, to 1905/06, every annual entry places Cemal in the same office, control office (Kontrol Kalemi), in Istanbul, the birthplace.
The salary went from 200 kuruş a month in 1898/99 to 400 in 1899/1900, the peak, in the Kontrol Kalemi in Istanbul, when 31 per cent of paid officials earned less. The last annual entry is for 1905/06.
