Life#
Born in Istanbul in 1874/75 (AH 1291), Mehmet Emin Efendi came from the Muslim (Müslüman) community. Mehmet Emin had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 16, in 1889/90, Mehmet Emin began work in Istanbul, with nine unpaid years as a mülazım (apprentice) before a first salary of 50 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 2 per cent worked unpaid for nine years or longer. Every annual entry from 1898/99 to 1905/06 places Mehmet Emin in Istanbul, the birthplace, first as an official for outgoing items (Mersule Memuru), from 1899/1900 in the correspondence office (Tahrirat Kalemi) and from 1901/02 as a registry clerk (Mukayyit).
The salary went from 50 kuruş a month in 1898/99 to 200 in 1905/06, the peak, as Mukayyit in Istanbul, when 8 per cent of paid officials earned less. In all, eight years of salary come to 13,800 kuruş, 29 per cent of what an official on the median salary earned in those years. The last annual entry is for 1905/06.
