Beşir Fuat Efendi was born in Istanbul in 1876/77 (AH 1293), into the Muslim (Müslüman) community, and the father's occupation was "Muzikayi Humayun". Schooling took 12 years, at Darüşşafaka, the school for orphans in Istanbul; Beşir Fuat also attended the telegraph school, wrote French as well as Turkish and held a qualification (a diploma, certificate, training or decoration).

At about 23, in 1899/1900, Beşir Fuat began work in Istanbul, paid from the start, on 400 kuruş a month. Both annual entries, for 1899/1900 and 1900/01, place Beşir Fuat in Sirkeci as an official for outgoing items (Mersule Memuru).

The salary never rose above the first in the lists, 400 kuruş a month in 1899/1900, as Mersule Memuru in Sirkeci, when 31 per cent of paid officials earned less. The last annual entry is for 1900/01.
