Life#
Born in Thessaloniki (Selanik) in 1875/76 (AH 1292) into the Muslim (Müslüman) community, Halil Vehbi Efendi was the child of a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Thessaloniki in 1892/93, at about 17, with four unpaid years as a mülazım (apprentice) before a first salary of 150 kuruş. The first annual entry, for 1896/97, places Halil Vehbi in Thessaloniki, the birthplace, as an official for outgoing items (Mersule Memuru), where the entries run to 1900/01. The annual lists then follow Halil Vehbi to Skopje in 1901/02, as a postal official (Posta Memuru), and Gjakova in 1902/03, as a director of the third grade (3. Müdür). The last posts were in Skopje again from 1903 to 1907.
The salary went from 150 kuruş a month in 1896/97 to 540 in 1902/03, the peak, as 3. Müdür in Gjakova, when 60 per cent of paid officials earned less. The peak lasted a single year; the next list gives 200 kuruş. The last annual entry is for 1906/07.
